A Muscatine police officer has been charged with sexual
assault after an investigation into an incident that occurred while on duty.
According to the Iowa Department of Public Safety, 46-year-old Thomas Tovar was
arrested Thursday, July 25, 2013 on a charge of 3rd degree sexual assault.
In a news release, the department says in February, 2013,
Tovar assisted with an OWI vehicle stop involving a woman. Tovar then drove the
woman to her hotel room. The next morning, a complaint was filed with police
after a friend found the woman lying on the bed with no clothes on and
authorities began to investigate. The woman said she was so intoxicated, she
remembers the OWI stop, but has little recollection of how she got back to the
hotel. She did recall a male being on top of her while lying on the bed in the
hotel room.
