KC police officer accused of coercing two women into sex


Jackson County prosecutors on Monday accused a 47-year-old Kansas City police officer of having sex with two women in exchange for not arresting them.

Prosecutors charged Jeffrey Holmes with two felony counts of acceding to corruption for alleged acts March 24 and April 13 at motels in south Kansas City.

The 13-year veteran, who spent his career in the South Patrol Division, surrendered at police headquarters Monday. He declined to talk to detectives, according to court records.

His arrest capped a three-month investigation, police said. Police officials moved him to an administrative assignment April 26, the day the first allegation against Holmes was made to police. Two weeks later, police officials suspended him with pay. The second allegation surfaced May 20.

Because of the charges, police officials suspended him Monday without pay.

According to court records, the first victim told police she was working as a prostitute at the Extended Stay America at 550 E. 105th St. on March 24 when a caller asked for her services. He wanted her to meet him, but she declined and told him her hotel room number. He showed up wearing a police uniform, a gun and a gun belt, but he had no police radio. He said she was“busted for prostitution” and told her to put her hands behind her back to be handcuffed. She refused, believing something was wrong since he didn’t have a police radio. Thinking he was a security guard, she called the front desk. A motel employee came and talked to the officer.

After the employee left, the officer began talking to the woman about becoming a “snitch.” He took notes in a small black notebook, then began rubbing and hugging her. He told her he didn’t have any money, according to court records, which she took as a request for free sex. She performed a sex act on him and they had sex “because she wanted him to leave,” the records said.

The victim reported the incident as rape on April 18. She later identified her attacker as Holmes after she ran into him in the South Patrol Division parking lot April 26 while reporting a stolen vehicle.

The motel employee confirmed his role in the story to police. He said he saw the officer leave the motel about an hour after their conversation.

The victim said she advertises on several websites. A search of Holmes’ computer showed he had visited her advertisement, according to court records. He allegedly called her phone three times the night of the incident. Police found a small black notebook in Holmes’ police locker with her name written inside.

The second victim told police she was at the A-1 motel at 6701 E. 87th St. about April 13 when a man in a Kansas City police uniform asked if she was a prostitute. She said she was not. He made her take him to her room, which she shared with another woman. He made the other woman leave and told the victim they were going have sex. The victim asked why and the officer said,“You don’t want to go to jail, do you?” court records allege. Because she had marijuana in the room and outstanding warrants, she agreed to have sex out of fear, she said.

Afterward he tossed a used condom at her toilet and asked her if she was “going to be cool with this” before leaving. She took a photo of the condom and sent it in a text message to her roommate with the caption “Cop DNA.”

The roommate showed the officer, who returned to the motel room, flushed the condom, cleaned the toilet and made the woman delete the text message but not the photo from her phone.

Police downloaded the image from her phone as part of their investigation. They also found a link on Holmes’ computer to an ad on a website posted by the second victim, according to court records.

The second victim’s roommate identified Holmes as the officer who came to their room, court records said. She told police she showed Holmes the text message because she was angry at the second victim for not paying half the rent.
