A Richmond police officer, David M. Ruland of Chesterfield County,
has been charged with indecent exposure, according to online court records. A woman “observed Ruland in his vehicle with his genitals exposed”
in the Chesterfield Towne Center parking lot, according to Chesterfield police
spokeswoman Elizabeth Caroon.
